A bit of backstory:
Break of Dawn is a song-spinner. A rather unique vocal talent along with being 'welcomed' has allowed her to make very unique and surprising shows using just her voice.
Mistress Mordriana is...well not a fortune teller like we know. She's specializes in helping guide the Guilded (The name for those welcomed by the city, mostly for the fact that they call the time of prosperity the city gives you your 'Golden Age') in finding their true opportunities and choices. She has even been said to know exactly when and how someone can find their 'Golden Age'. This event seems to be one of the very few where she would even appear in public.
The Shining Spires is a brass band and...well, will probably play Jazz or something like it for people to dance to.

Magic level is low to mid. I think for a bit of ease I'll do human only. Hmm...actually, we'll do free form, the one thing I thought of that would work system-wise doesn't use dice
