One character is perfectly fine, though I did want to ask if you'd rather have the characters discover the world as they go into it (As one of the people new to the city and maybe not being as exposed to the world at large) or would you want a basic level of understanding before showing up?
Also, to help a bit, here's a sample character that might help.

General info: Immigrated to New Avalon fifteen years ago. Possibly at the beheast of Harold Warren, previous owner and founder of Warren Waylines, a rather large shipping and distribution company and smaller section of Warren Industries. Originally sent to oversee the expansion into White Cliffs, the warehouse and port district. Showed immediate signs of adaptation and quickly carved a sizable piece of business. Due to the death of his father five years ago, he has become the current head and owner of Warren industries, having made plans recently to move the headquarters to the Dawnlight business district.

Description: Chin-length straight brown hair, large dark eyes, and a pear-shaped frame.
General info: Erika always knew she'd be someone. She just had to get out of the shitty public school she was in, move to the big city, and find her true calling. She was intelligent, healthy, and spirited -- surely she'd find work easily and make it once the city Welcomed her. Right? ...Right? Three months later, her dreams were in tatters at her feet, and she was working nights in a convenience store watching the last of her savings dwindle away, struggling to make rent.
Status: Abandoned

Hadn't decided yet XD I kind of like the idea that she came figuring she'd figure out what she's good at when she got there, but otherwise, maybe science or engineering, I usually put her in a STEM field.

General info: Lance was born with a silver spoon in his mouth and never once questioned it. His father's Welcoming had led to a serious amount of money -- all of which Lance stands to inherit. Still, he sometimes feels thing are a little too easy for him -- which is one of the reasons he likes martial arts. Physical prowess and skill isn't something money can buy, so he takes a good amount of pride in his body. Age: 17
Concept: The Lost One
Description: Dark brown-black hair, which she keeps back in a ponytail; short, with a slim build, and a noticeable scar down the left side of her face.
General info: Theta was her father's bastard daughter, Lance's half-cousin. She grew up outside New Avalon with her mother until her father discovered her existence (and poor living conditions) and brought her to live with him at age 14. At 16, at once of the brilliant parties she never quite fit in at, The Incident occurred. By the end of the week, all anyone could agree on was that Lance's best friend Aiden and Theta had engaged in canal relations -- but whether she was drunk or drugged, willing or raped, was hotly contested. When Lance threatened her, she realized she'd never fit in among these people and struck out on her own. Now she lives on the streets, homeless but scrappy.

Oohh, yeah! Concept seems like a pretty good idea. Though if that was Erika's idea of figuring it out once she got there, that's also valid. She came to 'live her dreams' and figured it'd be easy once she arrived..
Yeah, the more I see the Concept line, the better it seems.

Setting Concept: The City

So, in this city there are usually only three groups:
The Welcomed : Those that have entered their 'Golden Age'. They've come seeking their fortune and dreams and the City has deemed fit to agree. They find their path to be the easiest and their efforts bare the most plentiful fruit. If anyone is anyone in New Avalon, it's because they've been Welcomed. Doesn't mean some people aren't able to make a living, but the ones that do it in style and shine like the City itself are always the Welcomed.
The Waiting: Those that are still trying to become  the Welcomed. Maybe if they find the right idea, talk to the right person, or be in the right place they can become Welcomed. In the meantime, they have to do a lot of work to make a living in New Avalon and there are plenty of jobs the Welcomed would say they were too good for.
The Abandoned: Those glum souls that just couldn't hack it. Either they couldn't wait any longer, or the other inhabitants of the city are grinding them down to nothing. They've lost their dreams and hopes, and have nothing to show for their time, but even then they almost never leave. They remain in New Avalon either out of spite for the city that spurned them or the people who 'caused' their downfall.
Then there's the Rejected. You wouldn't call them a group because almost none of them last a day. It's rare, but sometimes there's someone that just makes everything worse. They go against everything that New Avalon supports and the City itself has turned it's back on them. The real difference between the Abandoned and the Rejected is that one THINKS the city is out to get them. Everything the Rejected does from that point turns to ash. Every unlucky or terrible break that could happen, does, and they quickly find themselves in the receiving end of some grisly death.

Here's a question: What do you do if you're born in the city like Lance? Does that make you automatically Welcomed because you're riding your rich father's coattails or Waiting until you try to do things yourself?
