Waiting, though usually those connected or related to the Welcomed usually don't wait long. There's a lot of high society that tries all kinds of exposures to see if they can make their children Welcomed as fast as possible.

At that point, unless he was a prodigy or had some sort of interesting talent, I'd say he'd be waiting. Of course...that would probably put some pressure on him. There are some families that...suddenly lose members if there's fear they'd become Abandoned..

So, I have a few ideas of the more fantastical/steampunk elements for the setting.

Setting Concept: The Pulse and The Path

The Pulse, that hum of the city that everyone can feel. It's what some believe draws all the people to New Avalon and why no one leaves. Some are simply privy to it's existence and that there's more as people gather. That charge from a good dance party, the calm waves that wash over you at music shows, that's the feel of the Pulse. Some go a bit farther and are able to do something with that energy. The way that lights shine a little brighter or dim a little lower during those soul-stirring musical numbers? That's probably because the performer(s) in question can use the Pulse to draw the listeners in and really connect with them. Others are the members of Cursader Industrial. They are the ones that draw the Sprawl to power the machines, lights, and everything else in New Avalon. Everything, from the street lamps and bright lights, to the towering factories in the Forge run off the Pulse.
The Path...that magical series of events that lead you to being Welcomed. Some believe they were born to find their path. Others believe that it's all luck. Even MORE believe that it's more of a  religion that separates the worthy from the condemned. And then there are those that believe they can see it. That they know how to find someone's Path and can lead them to being Welcomed...all they usually ask is a little monetary compensation for their assistance. Of course, they'll almost always ask up front, but hey. Sometimes you have to gamble a little to win.

Yeah, but the urban sprawl is the bit of city that spreads out and out around the core bit of a city. To sprawl is to lay across something. You know?
Maybe "vibe"?

Concept: The Private Detective
Description: Black hair, blue eyes, skin tone the dark end of Caucasian (think Mediterranean). Normally wears smart-casual trousers, teamed with a shirt and jacket, but no tie. Sometimes also wears a trilby. Always carries a notebook and pen.
General info: Attracted by the promises of the big city, Rob (or Mac to his friends, of which he has few) moves to Avalon to pursue a career as a private detective. However, he's struggling to make it a success; so far, he's earning just about enough to live by, but until he builds a solid reputation, he'll be unable to rake in the big bucks.
